Tokyo continues to shine as one of the world’s premier cities, securing the 31st spot in Time Out’s annual Best Cities survey for 2025. Although the city slipped from last year’s eighth-place ranking, it remains a global hotspot for residents and travelers alike, offering a blend of tradition and modernity that draws millions each year.
The Time Out survey, which polls urbanites across the globe on various aspects of city life, highlights Tokyo’s vibrant food scene, exceptional public transport system, and numerous new developments. The survey includes insights on factors like ease of making friends, access to nature, and overall happiness, offering a deeper look at what it’s truly like to live in the world’s greatest cities.
Tokyo’s allure is partly driven by its thriving shopping and dining culture, fueled by the recent devaluation of the yen, which has made it more affordable for visitors seeking high-end experiences. The city also continues to evolve, with new developments such as the Tokyu Plaza Harajuku, featuring a rooftop garden, and the expansive Azabudai Hills, offering green spaces and innovative architecture.
Further new attractions are set to open in 2025, including a new lifestyle hub in Harajuku and a semi-underground park in Ginza, keeping the city dynamic and constantly evolving.
Public transportation remains one of Tokyo’s standout features, with 73 percent of survey respondents praising the efficiency of the city’s trains and buses. Tokyo’s restaurant scene also earned high marks, with 72 percent of residents enjoying the wide variety of dining options available.
Despite the drop in its global ranking, Tokyoites remain steadfast in their love for their city. The survey revealed that 70 percent of respondents feel happy living in Tokyo, and 62 percent find joy in their daily experiences, underlining the city’s enduring appeal and the overall satisfaction of those who call it home.
